Yes. A full rewire is notifiable work under Part P of the building regulations and must be certified, either through a registered competent person scheme or by notifying building control directly. Ask any contractor which route they use. If they cannot answer that question clearly, that tells you something worth knowing before you appoint them.
Any property built or refurbished before 2000 may contain asbestos, commonly in artex ceilings, floor tiles, insulation board and cement sheeting. Before intrusive refurbishment work starts, a refurbishment and demolition survey should be carried out so that anything present is identified and managed properly rather than disturbed. We raise this at survey stage on older properties and will not begin strip-out work on a building where the position is unknown.
